Recently, the National Development and Reform Commission, the Ministry of Culture and Tourism, and four other departments jointly issued the “Measures to Create New Consumer Scenarios and Cultivate New Growth Points for Consumption,” aiming to adapt to the new trend of changing consumer scenarios, accelerate the application of technological achievements in the consumer field, and further cultivate and expand new growth points for consumption.

Guided by Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implementing the spirit of the 20th National Congress of the Communist Party of China, fully and accurately adopting the new development philosophy, and better leveraging consumption’s foundational role in economic development, the policy seeks to coordinate expanding domestic demand and deepening supply-side structural reforms. It focuses on traditional consumption and service consumption, such as food, clothing, housing, and transportation, and aims to cultivate a group of new consumer scenarios with broad impact and high visibility. The policy will promote distinctive, market-leading examples, support innovative, strong-growing leading enterprises in the consumption sector, and encourage the development of new consumption formats, models, and products, constantly stimulating the vitality of the consumer market and the potential of businesses.
2. Key Tasks
Cultivate New Cultural Tourism and Sports Consumer Scenarios
Deepen the integration and innovation of tourism formats. Actively develop ice and snow tourism, marine tourism, self-driving camping tourism, red tourism, research and study tourism, and health and wellness tourism. Promote formats such as “Music + Tourism,” “Performance + Tourism,” and “Events + Tourism,” and create a series of influential themed tourism boutique routes. Promote the integration of transportation and tourism, encourage the development of new tourism products such as tourism trains, tourism roads, and low-altitude tourism. Launch a digital empowerment initiative for cultural tourism scene construction, actively develop new formats like digital art and immersive experiences, and support the use of online live streaming and short video platforms to carry out online tourism showcases.


3. Expanding the Space for Cultural, Entertainment, and Sports Consumption
Create gathering places for new generation trendy toys, support the development of a number of new performance spaces, and promote the innovation of cultural and entertainment scenarios such as virtual reality (VR) experiences. Increase the supply of high-quality performances and intensify the introduction of high-quality overseas cultural products. Accelerate the construction of national cultural networks and cultural big data platforms, and develop new digital cultural consumption scenarios.
Continue to advance the complex governance of television operations, organize demonstrations of virtual reality production technology applications for audiovisual content, and pilot “future television” projects. Encourage the production of more high-quality audiovisual content to drive the consumption of audiovisual electronics. Promote the construction of sports parks, national fitness centers, and other fitness venues, create a number of high-quality outdoor sports destinations, and guide and expand sports and leisure consumption. Encourage and guide the development of rural sports events with unique agricultural characteristics, such as “Village BA,” “Village Super,” “Village Row,” and “Village Run.” Carry out promotional activities for consumption, such as “Sports Events in Scenic Areas, Streets, and Shopping Districts,” “Travel with Sports Events,” and “Outdoor Sports, Vitality in Mountains and Waters.”


PART 2 Cultivating New Shopping Consumption Scenes
Promote diversified and integrated development of shopping consumption. Drive the renovation of existing pedestrian street facilities and business upgrades, actively develop smart commercial districts, and create new types of consumption spaces that integrate business, tourism, culture, and sports. Encourage the transformation of old factories, urban parks, lawn squares, and other open spaces into creative markets and camping leisure areas. Explore the commercialization of idle public resources, and encourage the transformation of struggling traditional department stores and large sports venues into commercial complexes. In areas with the necessary conditions, encourage scientifically planned public transport-oriented (TOD) models, optimize the integrated development of aboveground and underground spaces at urban public transport stations, and promote the comprehensive development and utilization of bus stations.

Implement Organizational Measures
Local governments must place high importance on the work related to cultivating new consumption scenes, strengthen systematic planning, and push for the prompt implementation and effectiveness of policies. The National Development and Reform Commission will work with relevant departments to enhance coordination, fully leverage the role of the inter-ministerial joint meeting system for improving and promoting the consumption system and mechanisms, and promote cross-department collaboration. Local governments are encouraged to summarize and share good experiences and practices in creating new consumption scenes and fostering new growth points. They should fully utilize the demonstration and leadership roles of advanced regions and outstanding enterprises. Support will be provided for relevant departments and local governments to jointly carry out policy pilot demonstrations and practical explorations. Financial support will be strengthened for large-scale consumption and service consumption, and efforts will be made to reasonably reduce land costs and institutional transaction costs for businesses in the consumption field, in accordance with laws and regulations.
